Medicaid’s non-emergency medical transportation (NEMT) benefit is currently stuck in the crosscurrents of competing trends: On the one hand, the value of the benefit is increasingly apparent and communities and insurers are expanding access to NEMT. On the other, we are seeing both the federal and state governments take actions to curtail or waive the benefit. Given the interconnectedness of Medicaid NEMT and Public Transportation, this Jekyll and Hyde approach to the NEMT benefit is not only creating divisions within the provision of NEMT but also, if it results in the actual curtailment of NEM, it has the potential to undermine access to public transportation writ large.
