The first of a four-part series *, this four-day foundational course is an overview of transit procurement and emphasizes “best practices” for contract procurements by FTA grantees. This revised procurement course will focus on good procurement business practices and policies from a broader industry perspective. The course introduces minimum standards for individual agency practices as described in the FTA Circular 4220.1F, and the Master Agreement and provides participants with a framework for examining basic issues pertaining to third-party contracting. This training covers the roles and responsibilities of contracting parties and will explore opportunities for teaming/partnering internally and with transit suppliers. Specific problem areas that may emerge during the procurement process will be identified and addressed. The Best Practices Procurement Manual and Circular 4220.1F are referenced throughout the course. This course is conducted utilizing exercises, case studies, and other interactive training activities.

Description:

Many transit agencies are embracing the concept of ‘mobility management’, which is a strategic approach to designing and delivering transportation services that starts and ends with the customer. It begins with a community vision in which the entire transportation network – public transit, private operators, cycling and walking, volunteer drivers, and others – works together with customers, planners, and stakeholders to deliver the transportation options that best meet the community’s needs.

Traditionally, mobility management has focused on meeting the needs of individuals and groups (e.g., people with disabilities, older adults, low-income), in particular by coordinating and improving human services transportation. However, when implemented with a systems perspective, mobility management can move transit agencies away from their roles as fixed-route service operators and toward collaboration with other transportation providers. The idea behind this approach is to create a full range of well integrated mobility services within a community, that meets the needs of all customers better.

This course is designed to help build the capacity of transit professionals to implement and scale up mobility management strategies and initiatives and expose participants to promising practices in the field.  Topics to be addressed include but not limited to:

  • Leading change in your organization and community
  • Articulating a mobility management vision, goals and desired outcomes
  • Building connections among integration partners
  • Tools to assist in partnership development
  • Measuring mobility management success and performance
  • Program and project implementation
  • Communication, outreach and marketing

Audience:

Mobility management professionals with 1-5 years of experience in transportation or mobility-related field and who play a role in implementing mobility management strategies, including: public transit agency professionals; 5310 sub-recipients; human services transportation providers; planning organization professionals; Veterans Administration employees; Non-Emergency Medical Transportation (NEMT) service providers and others.

Managing Community Mobility

Description:
The customer base for transportation services has expanded greatly. Due to demographic shifts, changing job markets, environmental concerns, increasing pressure to find alternatives to the single-occupancy vehicle, and suburban/exurban land use patterns, the transportation needs of the population are changing and increasing.

Characteristics of travelers today include people with disabilities as well as low-income individuals. These groups are interested in using more independent modes of transportation services as well as improving the current system. Transportation services are sometimes fragmented and/or duplicative, creating inefficiencies for customers and extra costs for programs needing transportation. Additionally, transit services may stop at jurisdictional lines and not connect with other modes or jurisdictions.

Mobility, human service, and transportation professionals struggle to create ride options to meet the needs of these disparate consumer groups. It is time to put the pieces of this puzzle together to make a seamless transit network for those who need it. Mobility management strategies address this need in an inclusive and non-threatening manor for both human service and public transit as well as the automobile industry.

This course will examine creative approaches to resolving fragmented and/or duplicative transportation systems to create a more seamless and cost-efficient network with a customer-focused mindset.

Audience:
Human service professionals, transit providers, transit agency staff and Board members, brokerage firm personnel, workforce professionals, state agency staff, planners, MPOs, TMAs, Council of Governments, and transit managers who coordinate mobility for all people.

Objectives:

Participants taking the Transportation Planning Process course receive an overview of the metropolitan and statewide transportation planning process, underscoring its relationship to informed decision-making and the required planning process. This course expands knowledge of transportation planning practice fundamentals and the ability to convey the relationship of these principles to the Federal planning program requirements. Participants gain knowledge and understanding of planning practice fundamentals through the use of engaging interactive activities.

This instructor-led training combines the Metropolitan Transportation Planning Course from the National Transit Institute (NTI) and NHI with NTI’s State and Metropolitan Transportation Programming Courses to reflect the current laws, regulations and issues relevant to the transportation planning process. This consolidated course titled is jointly developed by the Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA) in concert with their respective training branches NTI and NHI.

Please NOTE: the following 4-hour Basics of Transportation Planning web-based training (WBT) is a prerequisite and should be taken prior to participating in this instructor-led course. 

Audience:

Metropolitan Planning Organizations (MPOs), Regional Planning Organizations or affected nonmetropolitan transportation officials with responsibility for transportation planning, State Departments of Transportation Planning, Transportation Planning, Programming, or Project Development staff working or participating in the Statewide or Metropolitan Transportation Planning process, Transit Agencies and/or Providers, Federal Transit Administration, and Federal Highway Administration.

This course will help practitioners appreciate the importance of transit equity considerations during the day-to-day life of transit planning, management, and operations. It is designed to provide accurate information on a variety of equity considerations an agency is exposed to on a daily basis.

Audience:
Regional/Metropolitan Planning Organization, State Department of Transportation, and transit agency staff.

Objectives:
Understand the historical background of Title VI of the Civil Rights Act of 1964 and the environmental justice movement; understand the Federal Laws, and regulations and guidance of Title VI, environmental justice, NEPA and LEP; and receive resources to address these requirements.

Goals:

  • Use this course, subsequent case studies, and exercises as planning tools to identify potential impacts of proposed actions on low-income and minority populations, as well as other disadvantaged groups (e.g., elderly, disabled, youth).

Description:

Public Involvement is much more than posting notices and holding public hearings. Public participation involves creative thinking, with willingness and ability to interact openly to the public’s preferred forms of communication. It is about being sensitive to disparate needs and conflicting priorities. It is about giving the public an opportunity to influence transportation decision-making. This course walks the talk by employing public involvement techniques as the means of conveying the key learning outcomes. It is a joint effort among FTA’s Office of Planning, NTI, the Federal Highway Administration’s (FHWA) Office of Planning, and the National Highway Institute (NHI) and was recently updated to reflect changes in the Federal Transportation reauthorization.

This course does not focus on the NEPA process, but on more general strategies and tools of engaging the public.

Audience:

Transit operators, metropolitan planning organization personnel, federal, state, local transportation agency staff, consultants, and others who are responsible for planning, implementing, or participating in any phase of the public involvement process.

Objectives:

Upon completion of the course, participants will be able to:

  • Identify public involvement challenges
  • Describe U.S. DOT transportation decision-making processes, including those that trigger the National Environmental Policy Act (NEPA)
  • Describe the relationship between public involvement and decision-making

Public Transit Agency Safety Plan (PTASP) Workshop for Transit Operators

FTA will be offering two 1-day Public Transit Agency Safety Plan (PTASP) workshops for transit operators at the MLK Federal Building on Tuesday, July 23 and Wednesday, July 24, 2019.

The workshop is an opportunity for your agency to learn more from FTA about the PTASP rule and requirements, Safety Management Systems or SMS concepts and implementation strategies, next steps to develop your agency safety plan, and to engage with your peers. Multimodal operators may attend, but the workshop will focus primarily on the needs of bus transit agencies, given that the requirement to develop a safety plan is new for bus transit agencies.

The workshops are open to the staff and contractors of recipients or sub-recipients of Urbanized Area Formula Grant Program funds who are responsible for developing or implementing an agency safety plan, and State DOT staff that are responsible for drafting agency safety plans for the small public transportation provides within their States.

Registration is required. Registration is open on a first-come, first-serve basis and will be opened to wait-listed attendees, as space permits. FTA may limit the number of attendees per agency.
