The conference will mark the 17th offering of the TRB Transportation Planning Applications Conference, sponsored by the TRB Committee on Planning Applications (ADB50). The conference provides participants with the opportunity to showcase and learn from practitioners and academics on new transportation planning techniques and methods emphasizing practical, innovative, and timely technical and policy approaches to transportation planning. Examples of topics covered in the program include, but are not limited to, the use of activity based models, integration of automation in transportation forecasting models, use of data and communications technology to inform transportation planning and decision making, statewide planning and modeling. Presentations, workshops, discussion sessions and tutorials are all expected to be a part of the 2019 program.

Procurement Series I – Orientation to Transit Procurement @ Boston MA

The first of a four-part series *, this four-day foundational course is an overview of transit procurement and emphasizes “best practices” for contract procurements by FTA grantees. This revised procurement course will focus on good procurement business practices and policies from a broader industry perspective. The course introduces minimum standards for individual agency practices as described in the FTA Circular 4220.1F, and the Master Agreement and provides participants with a framework for examining basic issues pertaining to third-party contracting. This training covers the roles and responsibilities of contracting parties and will explore opportunities for teaming/partnering internally and with transit suppliers. Specific problem areas that may emerge during the procurement process will be identified and addressed. The Best Practices Procurement Manual and Circular 4220.1F are referenced throughout the course. This course is conducted utilizing exercises, case studies, and other interactive training activities.

Transit Academy

Description:
The Transit Academy is a comprehensive, behind-the-scenes study of a major transit system. It is designed to provide those new to transit with an in-depth understanding of the scope of responsibilities, variety of skills and range of activities that work together in delivering safe and efficient transit service. The academy is presented using lectures, demonstrations, hands-on activities and facility tours. Key transit agency personnel serve as instructors ready to share their knowledge and experience – you’ll learn from those who do the work. The program covers the broad range of responsibilities and functions found in a major transit system – literally transforming the entire organization into a learning laboratory.
Audience:
This four and a half day academy program is intended for professionals and decision-makers new to the transit industry and those who can benefit from an in-depth exposure to transit and its people.
Objectives:
• See firsthand what is required to operate a transit agency
• Understand how the many functions winthin an agency work together to deliver transit service
• Participate in briefings and discussions, led by transit leaders, about critical issues affecting transit
• Learn how public policy decisions affect the functioning and needs of a transit agency
• Hands on experience visiting bus, train or light rail operations facilities and control centers
• Touring bus/train/light rail maintenance facilities
• Visit major multimodal interchange points
• Gain First Hand Experience By: Interacting with key agency staff in informal discussions throughout the program
• Riding the transit system to gain valuable insight relating to routes and schedules

Public Involvement in Transportation Decision-Making

Description:

Public Involvement is much more than posting notices and holding public hearings. Public participation involves creative thinking, with willingness and ability to interact openly to the public’s preferred forms of communication. It is about being sensitive to disparate needs and conflicting priorities. It is about giving the public an opportunity to influence transportation decision-making. This course walks the talk by employing public involvement techniques as the means of conveying the key learning outcomes. It is a joint effort among FTA’s Office of Planning, NTI, the Federal Highway Administration’s (FHWA) Office of Planning, and the National Highway Institute (NHI) and was recently updated to reflect changes in the Federal Transportation reauthorization.

This course does not focus on the NEPA process, but on more general strategies and tools of engaging the public.

Audience:

Transit operators, metropolitan planning organization personnel, federal, state, local transportation agency staff, consultants, and others who are responsible for planning, implementing, or participating in any phase of the public involvement process.

Objectives:

Upon completion of the course, participants will be able to:

  • Identify public involvement challenges
  • Describe U.S. DOT transportation decision-making processes, including those that trigger the National Environmental Policy Act (NEPA)
  • Describe the relationship between public involvement and decision-making
  • Develop a public involvement plan with stakeholder assistance that includes attention to non-traditional populations as an evaluation component
  • Describe interest-based problem solving and their underlying values
  • Identify ways to enhance public involvement plans
