			ODOT Transit Programs   Post-Audit Delivery at First Capital Trolley
			
			Editor&amp;rsquo;s Note:  In accordance with FTA regulations, Justin Neidel, an ODOT Transit Programs transportation manager, visited First Capital Trolley to conduct a Post Audit Delivery (PAD) of new minivans which had arrived. He was accompanied by Randy Hogan, also a transportation manager, but who was not there in an official capacity on this particular day. No doubt the painstaking thoroughness of the ODOT staff in these matters is common knowledge to OTA members but it was our first up-close and personal look. Below is a narrative provided by Justin in response to some outline questions about the PAD. 
			
			   No vehicle is officially &amp;ldquo;accepted&amp;rdquo; until the PAD is completed. 
			
			
			  
			Q: What was the purpose of the Guthrie visit and the role of ODOT Transit Programs?
			
			A: FTA requires that all rolling stock be inspected to insure compliance with the Post Audit Delivery specifications.  No vehicle is officially &amp;ldquo;accepted&amp;rdquo; until the PAD is completed. We have to make sure any vehicle delivered exactly meets the awarded bid specifications.   Any such visit involves the purchaser (in this case, FCT) to visually inspect and road test the vehicles. ODOT is present to oversee that all FTA and ODOT policies are being met, and to insure that the proper inspections are being conducted when federal funding is being used. 
			
			 This also requires grantees in areas with populations of 200,000 or less that purchase more than 20 buses to have a resident inspector visit and monitor the final manufacturing plant of the vehicles being purchased. Little Dixie Transit was the first rural transit agency ever in Oklahoma rural transit history to send a resident inspector to do this when they received 34 new mini-vans through ARRA (American Reinvestment and Recovery Act). The resident inspector has to inspect the vehicles at the final assembly location and complete a report on the manufacturing of the vehicles providing accurate records of all vehicle construction activities.
			
			 (Note: In December 2009, Justin traveled to the Braun manufacturing plant in Winamac, Indiana, to oversee how the vehicles were monitored by the Little Dixie resident inspector, David Wyrick.)
			
			Q: What other specifics are required in the details of the PAD? 
			  
			A:  The Buy America Certification. This is to insure that the vehicle is composed of at least 60 percent domestic content to meet the required Buy America Certification (as required by federal law). In the case of a vehicle being purchased using FTA funding that does not meet the stated percentage then a waiver must be granted by FTA after justification by ODOT.  The current Dodge Minivans (the vehicles being accepted on this occasion by First Capital Trolley) on the Statewide Contract required an FTA waiver. The First Capital Trolley vehicles were purchased with ARRA funding. 
			
			   &amp;hellip;.these requirements are specified in such a manner that the public is protected against unreasonable risk of crashes occurring as a result of the design, construction, or performance of motor vehicles. 
			
			 
			Also, the Federal Motor Vehicle Safety Standards.  This insures the vendor has certified the vehicle complies with relevant FMVSS issued by the National Highway Traffic Safety Administration. The vendor (bus manufacturer) must provide this certification prior to the bid pre award We check to make sure the vehicle did in fact meet this standard.   (About: FMVSS: these requirements are specified in such a manner that the public is protected against unreasonable risk of crashes occurring as a result of the design, construction, or performance of motor vehicles and is also protected against unreasonable risk of death or injury in the event crashes do occur.)
			
			Q: What is the bid pre-award?
			
			A: The &amp;lsquo;bid pre-award is when we review all of the bids and check for everything from price, completion of all documents, and if they meet the specifications, and if any bidders do not meet all of the specifications, we look at all of the bids to determine why a bidder did not meet specifications and we also determine if the reason is the same with any or all of the bidders.  After looking at everything we then award a bid and sign the pre-award documents on the special provisions. 
			After these things are completed the Post Audit Delivery is signed by the purchasing agency (First Capital Trolley) and then I sign as the ODOT Reviewer.
			
			I assist the purchaser in verifying that all the specified items are present in each vehicle purchased. I try and to help in anyway possible in assisting the purchaser and to keep everything running smoothly while doing the vehicle inspections and post audit deliveries. 
			
			 
			Randy and I congratulated Melissa on a great job doing this, even though it is a best practice and not a regulatory compliance. 
			
			   
			
			Q: Tell us about the emergency kits which were inspected.
			
			 A. Randy and Melissa Fesler (FCT director) had previously discussed the items beneficial for an emergency kit in all of the vehicles.  All of the vehicles at First Capital Trolley have a box that includes all of the best practice items:

				Two Collection Information forms 
			
			
				Three Post Accident Determination form 
			
			
				 FTA Post-Accident Thresholds  card 
			
			
			We found all emergency kits were uniform. This helps the drivers stay consistent in the Pre-Trip inspections. Randy and I congratulated Melissa on a great job doing this, even though it is a best practice and not a regulatory compliance. 
			
			Q: Any final comment?
			  
			A: All of us at ODOT Transit Programs try and get input from the transit system personnel on a regular basis. This is so we can try and meet their needs and to have the newest and best products possible to keep up with the ever changing needs of the transit systems.
			
		
		
			
			
			
		
	









	
		
			Pelivan Transit 2009 System of the Year
		
		
			 
			
		
		
			
			
			Pelivan Transit, based in Big Cabin and operating throughout several northeast Oklahoma counties, is the 2009 Oklahoma Public Transit System of the Year. 
			
			
			The announcement took place during the 12th Annual Oklahoma Transit Association &amp;lsquo;Awards for Excellence&amp;rsquo; banquet at the Crowne Plaza Hotel. Lt. Governor opened the envelopes announcing the Awards for Excellence recipients. As part and parcel of the award, Debbie McGlasson, Pelivan Transit director, was also named Public Transit System Manager of the Year. 
			
			
			McGlasson accepted the award from Lt. Governor Jari Askins and OTA President Rick Cain of METRO Transit, Oklahoma City.
			
			
			
			This is the first-ever statewide transit award for Pelivan Transit which is part of the Grand Gateway Economic Development Association. 
			
			
			In 2009, Pelivan Transit took the lead in developing a nine tribe consortium in northeast Oklahoma. A trolley loop was established in Miami with help from the Miami Tribe of Oklahoma. Through the American Reinvestment and Recovery Act funding, Pelivan will establish an new multi-modal center in Miami. The work with tribal governments was labeled a &amp;lsquo;Best Practice&amp;rsquo; by the Tribal Transit Programs division of the Federal Transit Administration. 
			
			
			Another area in which Pelivan Transit has set the standard is the move toward CNG energy. Through GGEDA, Pelivan has applied for funding to establish four CNG fueling stations in northeast Oklahoma. 
			
			
			Other major awards announced:

				Ridership   Expanded Service Award: Southwest Transit.
